I have a 2000 focus ZX3. When the car is running, my brakelights stay permanently on, as if I am pressing the brakes all the time. Any clue what might be causing this, or how to fix it?

I now own a 2002 Focus Wagon SE and have discovered that it hits empty after only about 450 km. Is that an average? My old Cavalier had a 8 liter larger tank but would go almost 650 before hitting empty.
